صحيفة المرصد : كشف المحامي حمود الناجم علاقة المنع من السفر بالضوابط الجديدة لإيقاف الخدمات التي بدأ العمل بها منذ أمس الخميس.

وقال الناجم في لقاء مع برنامج ياهلا على شاشة قناة روتانا خليجية: " منع السفر ليس لضوابط إيقاف الخدمات علاقة فيه لا من قريب ولا من بعيد".

وتابع: "منع السفر من اختصاص قضاء التنفيذ وفق المادة 46" مشيرًا إلى أنه في السابق كان يتم الجمع بين المنع من السفر وإيقاف الخدمات إذا تم استيفاء الإجراءات.

وأضاف: أركز على مسألة إن ضوابط إيقاف الخدمات التي أقرها مجلس الوزراء والذي عمل بها من أمس الخميس 14 سبتمبر 2023 ليس لها علاقة بنظام التنفيذ وإجراءات المادة 46 من هذا النظام.

ولفت إلى أن هذه إجراءات مستقلة يتخذها قاضي التنفيذ وفق التدرجات التي نص عليها، أما ضوابط إيقاف الخدمات متعلقة بمنصة إلكترونية تشرف عليها وزارة الداخلية متعلقة بالخدمات التي تقدمها الجهات الحكومية والتي تشمل جميع الوزارات والمنصات التي تقدمها أيضا وتمنح فيها التراخيص.
